The Crown didn't have evidence linking Bernardo to the three murders and entered a plea bargain with Homolka to secure her testimony against Bernardo. In return, Homolka pled guilty to two counts of manslaughter and received a 12-year sentence. A year later, new video evidence was found that showed Bernardo's crimes and Homolka's involvement, which was much more than anyone had realized. The Crown still had to honour its deal.
